"Interim Assignments"

WHAT ARE “INTERIM” ASSIGNMENTS? Dec. 31, 2009

SENIORITY RULES!

In the monthly posted bids for permanent assignments, the assignment goes to the most senior employee in that classification and Post Office who bid. This means that new junior permanent employees without assignments, might not get assignments in the monthly bid. In addition, at shift bid time for EMPP Internal employees, staffing adjustments by the employer may leave some employees without permanent assignments after the annual shift bid. These are permanent employees without assignments until they obtain one either in the next monthly bids or by appointment under Article 13.18 (f).

Permanent employees without assignments sometimes, by their own choice, do not bid for all permanent assignments that are open to them in the monthly bids. Some permanent assignments may be left vacant at the end of the monthly permanent assignment bids. Employees without permanent assignments at the end of the monthly bid will either be

1) Eligible to bid on ‘interim’ assignments or

2) Placed into permanent assignments that were left vacant after the last monthly bid.

What’s an ‘interim’ assignment? When senior employees move around and obtain new assignments in the monthly bids, their old assignments are filled on an ‘interim’ basis until the assignments are posted for bidding in the next monthly bid. There is a time gap, of about 4 weeks, between the date the senior employee moves to their new assignment and the staffing of their old assignment via the next monthly assignment bid. During this 4 week period the old assignment is offered to permanent employees without assignments on an ‘interim’ basis. These 4 week assignments are called ‘interim’ assignments.

Everything is Done by Seniority. Employees without assignments can bid on these interim assignments by seniority. In C&D these ‘interim’ assignments are posted for bidding in the information books. In Group 1 EMPP, they are normally offered by phone by seniority.

If, however, there were leftover permanent assignments from the last monthly bid, the employer can place the most junior employees without assignments into the unstaffed permanent assignments (Article 13.18 (f). In Group 2 these assignments are re-posted for final bidding by seniority by employees without assignments, in Group 1 employees are normally offered these by seniority by phone.
